Nearly 70,000 people have made a claim on their green slip since the reformed NSW CTP scheme began over 6 years ago. Find out who made these claims, why they claimed and how much they received.
How many people made a claim on their green slip?
Since 1 December 2017 when the current NSW CTP scheme began, 69,596 people have made a claim on their green slip.
The average number of claims made each year was 11,000, except during lockdowns. However, the volume of green slip claims peaked in 2023 to over 12,000.
Was the accident their fault?
NSW has a greenslip scheme that partially depends on fault. If you have threshold injuries (originally called minor injuries) you’re entitled to claim benefits for 12 months whether the accident was your fault or not. However, you won’t be able to claim for damages.
Since 1 December 2017, only about a fifth of greenslip claimants were found to be at fault:
- 47,451 were not at fault (81%).
- 11,031 were at fault (19%).
What kind of injuries did they have?
Most greenslip claims were for threshold injuries:
- 32,077 had threshold injuries (49%).
- 27,699 had more serious non-threshold injuries (42%).

Who was the typical greenslip claimant?
The typical person who made a claim was female (54%), earning an income (62%) and aged 25-39 (30%).
The biggest risk groups by age are:
- 25-39 (30%)
- 50-64 (22%)
- 40-49 (17%).
Injured claimants who work are also entitled to claim for lost income.
Which suburbs made the most green slip claims?
The top 10 of suburbs with the most greenslip claims has been much the same since the scheme began. All are in the metropolitan area and nearly half are from four suburbs. This list is based on the last 3 years of claims:

- Bankstown 260 (11%)
- Auburn 248 (11%)
- Lidcombe 248 (11%)
- Liverpool 238
- Merrylands 225
- Greenacre 224
- Sydney 195
- Guildford 180
- Punchbowl 170
Which insurers received green slip claims?
The insurer with the most policyholders who made a claim was NRMA Insurance, followed by Suncorp (AAMI and GIO combined):
- NRMA 20,800 (29.9%)
- Suncorp 18,500 (26.6%)
- QBE 15,900 (22.9%)
- Allianz 13,700 (19.7%)
- Youi 668 (0.96%)
Note, Youi joined the scheme 1 December 2020 so still has a small share of claims.
How much did greenslip claimants receive?
As at 31 December 2023, these were the average claim payments:
- At-fault claim $16-26,000
- Not at-fault threshold claim $5-10,000
- Damages for up to 10% WPI* $175,000
- Damages for over 10% WPI* $550,000
*WPI means whole person impairment.
Since the NSW CTP scheme began on 1 December 2017 until 30 June 2023:
- Average threshold injury claim payments have risen 35% from $5,500 to $7,424.
- At-fault claim payments have increased 32% from $16,600 to $21,952.
Most greenslip claimants (70%) didn’t use a lawyer to represent them.
How much do I pay for a green slip?
SIRA states the average price of a green slip is $486 for all regions and vehicle types. This compares to $491 in 2018, when the reformed scheme first began.
